3.01 Access Officer
Definition
A function designated by the Incident Commander (IC) to control access to the Hot Zone.

3.02 Cold Zone
Definition
The control zone at a hazardous materials incident site that contains the Command Post and other support functions that are deemed necessary to control the incident.

Definition
A stationary position designated by the IC where coordination and control of manpower and equipment takes place.

Definition
A function designated by the IC for the containment of spills and runoff beyond the incident to prevent further environmental damage.

Definition
A self-evaluation done in a positive manner to outline and discuss lessons learned and to develop recommendations for improving emergency response capabilities.

Definition
A concise summary of the incident to be held when appropriate after the incident is terminated. Major aspects to be reviewed are exposure signs/symptoms (including medical follow-up and documentation), equipment and apparatus exposure, problems encountered, and positive reinforcement.

Definition
An area and function designated by the IC where personnel and their clothing are cleansed of harmful or dangerous residues and where equipment is either decontaminated or impounded.

Definition
Area beyond cold zone in which citizens are in potential danger and are removed as a protective measure.

3.09 First Responder Awareness (FRA)
Definition
First responders at the awareness level are those persons who, in the course of their normal duties, may be the first on the scene of an emergency involving hazardous materials. First responders at the awareness level are expected to recognize hazardous materials presence, protect themselves, call for trained personnel, and secure the area.

3.10 First Responder Operational (FRO)
Definition
First responders at the operational level who respond to releases or potential releases of hazardous materials as part of the initial response to the incident for the purpose of protecting nearby persons, the environment, or property from the effects of the release. They shall be trained to respond in a defensive fashion to control the release from a safe distance and keep it from spreading.

3.11 Hazardous Materials Technician
Definition
Hazardous materials technicians are those members who respond to releases or potential releases of hazardous materials for controlling the release. Hazardous materials technicians are expected to use specialized chemical protective clothing (CPC) and specialized control equipment and/or techniques.

Definition
A function designated by IC that deals with the mitigation of a hazardous material incident. It is directed by the HMRT Officer and principally deals with the technical aspects of the incident.

Definition
Area Immediately surrounding a hazardous material incident, which extends far enough to prevent adverse effects from hazardous materials releases to personnel outside the zone.

Definition

Definition
A function designated by IC for the safe removal of victims from the Hot Zone and other affected areas of the incident. This function is primarily for victim recovery and should not be confused with Technical Rescue operations.

Definition
An officer, designated by IC, who is knowledgeable about the operations being implemented, with specific responsibility to identify and evaluate hazards at an incident and provide guidance and direction with respect to safety of operations.

3.21 Stabilization (of the incident)
Definition
The point in an incident at which the adverse behavior of the hazardous material is controlled.

Definition
That portion of incident management in which personnel are involved in documenting safety procedures, site operations, hazards faced, and lessons learned from the incident. Termination is divided into 3 phases: debriefing the incident, post-incident analysis, and critiquing the incident.

3.23 Warm Zone
Definition
The control zone at a hazardous materials incident site where personnel and equipment decontamination and Hot Zone support takes place. It includes control points for the access corridor and is generally limited to response personnel.
