This delayed confrentation and gave the two sides time to find a peaceful solution. Khrushchev eventually agreed to turn back the fleet if Kenedy pledged not to invade cuba. in 1963, the two powers agreed to ban nuclear tests in the atmosphere, a step towards lessening tension between the two nations.
