OPCON provides for "ownership" of the forces. It allows the commander to task both "what to do" and “how to employ.” It requires expertise in planning and employment. We often see supporting commanders providing forces TACON to a supported commander. This TACON authority provides for unity of command, and agility, at the tip of the spear – at the tactical level.
