The Interstate Commerce Act was set up to forbade rebates given to rich people, and to set up the Interstate Commerce Commission to oversee railroads. The Sherman Anti Trust Act was set up to prohibit businesses from trying to limit or destroy competiton but it was actually used to limit the power of labor unions.
