came from the 1973 Rehabilitation Act (based on anti-discrimination legislation) requiring states to provide handicapped children with 'reasonable accommodations'. A student can have a 504 plan if they have a documented mental or physical impairment that substantially limits a major life activity. major life activities include learning, seeing, hearing, speaking, mental illness, visual/hearing impairment. No funding is attached. A 'record of impairment ' is attached. Reevaluation must occur every three years.
