Definition
City managers are hired by city council, and they act as chief administrative officers, hire and fire department heads, prepare the budget, and oversee policy administration.

Developmental: A new stadium for the Houston Texans; Allocational: Police, garbage, street maintenance; Redistributive: low income housing, food assistance to the poor.

Definition
Units of govt created to perform specific functions. An example would be soil and water conservation, hospital districts, and junior college districts

Definition
They are created for unincorporated urban areas. The services include water and sewer services, medical care, community college services, etc. They garner revenue from taxes, service fees, and other units of government.

Definition
County: There's a county jail for each county, paid for b y county tax, and staffed by the county Sheriff's office. For non-felonies usually.

State Jail: Intermediary between state prison. Fourth degree felons. Want to keep these felons away from hardened criminals.

State prisons: For serious felonies. 90 percent of state convicts are in state prison. There were a lot of reforms to the state prison system in Ruiz VS Estelle.
