The great compromise was discovered by roger sherman. There were arguments going around about how many representatives each state would be allowed to have in the constitutional convention. The Virginia Plan (favored by the larger states) said that the number of representatives should be determined by the state's population. On the other hand, the New Jersey plan said that the number of representatives should be the same for each state. Roger Sherman proposed a two house legislature consisting of the senate and the house of representatives. The Senate would have an equal number of representatives from each state. The House of Reps would have one representative for every 30,000 people. |
