International law is guided by the Hague Conventions, four of which deal with family law. This is in affect in 85 countries.

The primary purpose of this convention is to preserve the current custody arrangement of a child (under the age 16) to deter parties from seeking more favorable arrangements in other countries; morever, children who are wrongfully abducted must be expeditiously returned through any appropriate remedy.

This convention established safeguards to ensure that intercountry adoptions are in the best interests of the child, and to prevent the abduction, sale, or trafficking of children.

They began collecting data in 1990, which includes an annual report that provides national and state by state data on 16 key indicators of child well-being.

Kids count funds organizations that monitor budgetary and legislative decisions. They have become a trusted source of evidence based information that has enriched discussions among policymakers, professionals, advocates, and citizens working to improve the lives of the nation's most vulnerable children and their families.
