Definition

Purpose
Report program information, assessments, and comments from the PM, PEO, and CAE.
Highlight both potential and actual program problems to the USD(AT&L) before they become significant.
For ACAT ID, or as directed by the USD(AT&L), the DAES is submitted quarterly by the PM.
Typically DoD internal.
Submitted in automated fashion using DAMIR, Defense Acquisition Management Information Retrieval

Selected Acquisition Report (SAR)
Definition

Purpose
The SAR provides standard, comprehensive summary reporting of cost, schedule, and performance information for major defense acquisition programs (MDAPs), both ACAT IC and D programs, within the Department of Defense (DoD) and to Congress.
Required annually for all ACAT I Programs
A Breach (6 month schedule slip or 15% unit cost increase) triggers quarterly SAR submission
Reporting DAMIR is mandatory

Initial Capabilities Document (ICD)
Summarizes a CBA and justifies the requirement for a materiel or non-materiel approach, or an approach that is a combination of materiel and non-materiel, to satisfy specific capability gap
The ICD summarizes the results of the DOTMLPF and policy analysis and the DOTMLPF approaches (materiel and non-materiel) that may deliver the required capability
The outcome of an ICD could be one or more joint DCRs or recommendations to pursue materiel solutions

Capability Development Document (CDD)
Captures the information necessary to develop a proposed program(s), normally using an evolutionary acquisition strategy
Outlines an affordable increment of militarily useful, logistically supportable, and technically mature capability
May define multiple increments if there is sufficient definition of the performance attributes (key performance parameters, key system attributes, and other attributes) to allow approval of multiple increments  
Updated or rewritten for subsequent increments

DOTMLPF Change Recommendation (DCR)

Focuses on changes that are primarily non-materiel in nature

Objective: desired operational goal achievable but at higher risk in cost, schedule, and technology. Performance above the objective does not justify additional expense.

KPP’s: Most essential attributes or characteristics of a system that:
Are critical to the development of an effective military capability
make a significant contribution to key characteristics of the future joint force.

How many??
Fewer is better, but must contain sufficient KPPs to capture the minimum operational effectiveness, suitability, and sustainment attributes for the system
Some are mandatory: Net-Ready, Survivability/Force Protection, Material Availability (Sustainment)
Some are selectively applied: System Training, Energy Efficiency
Is it a KPP? Answer the following:

Purpose:  Reduce Technology Risk, determine and mature appropriate set of technologies to be integrated into a full system, and to demonstrate Critical Technology Elements on Prototypes.

Activities: Competitive prototyping; Develop RAM strategy; conduct Preliminary Design Review (PDR)

Guided by:  ICD & TDS and supported by SE planning
