Rules are enforceable for psychologists; if ethics code sets higher standard than law, meet higher standard; if ethics code conflicts with law, psychologist make known commitment to ethics code and try to resolve conflict in responsible manner consistent with human rights; if neither law nor ethics resolves issue, psych should consider other professional materials, their own conscience and consultation.

misuse of psychologists' work; conflicts between ethics and law; conflicts between ethics and organizational demands; informal resolution of ethical violations; reporting ethical violations;cooperating with ethics committees; improper complaints; unfair discrimination against complainants and respondents.
