Definition

·         Political – all acts are political or intended to cause a political change

·         Psychological – all acts are intended to create psychological fear in a broad audience

·         Coercion – violence, death and destruction or the threat of it are the bargaining chips of the terrorists

·         Dynamic – all terrorists base their actions on the requirement of change from status quo and Al Qaeda is reactionary, demanding a return to Caliphate of Islam, but now to be world-wide

·         Deliberate – terrorist acts are well-planned, not random, intended to achieve specific goals toward an end

·         Media exploitation – note how Al Qaeda has gotten media attention both from the west, and the Middle East with coverage by Al Jazeera

·         Preparation and Support – successful groups have a base support and extensive preparation and support involves money and the sympathy of those in their base area

  • Schedule IV - Has medical use.  Low potential for abuse compared to I, II, or III.  Limited risk for dependence.
  • Schedule V - Medical use.  Low abuse potential.  Less potential for dependence.  OTC and no script required.
