Given the right to govern, these companies elected a governer and a council to pass laws and to provide officers. Such companies established the colonies of Jamestown ans Puritan Massachusetts. Later, they changed their policies and allowed the colonists a voice in their government, hoping to make life more attractive to prospective settlers.
Proprieter Colony Governments
