The Germans believed that war reparations set at 33billion $ by the Treaty of Versailles, not only unfairly punished the losers of the conflict but, by debt, also deprived them of the very means to repay. Herbert and Charles Dawes created the Dawes plan which reducecd Germany's debt and also allowed them to make reparation payments to France and Great Britain. |
