New England states gather in Hartford Connecticut to discuss financial grievances/ want money from DC. Their industry has been damaged by the embargo and the war. They ask for 2/3 approval to pass an embargo, declaring war except in the case of invasion, and admitting new states into union. Historical Significance: Sets a precedent; if you have grievances, you can push for secession. |

Main purpose is to make America more self-sufficient, stabilize economy, and promote national unity. 1-The bank will provides currency and credit- stable. 2-Create a protective tariff to promote American purchases. 3-Create a network of roads/canals to unify the country, make traveling easier Controversy: Federalists fear new immigrants will join the Republican party over Federalist. Also, Monroe/Madison feel it's unconstitutional b/c roads are considered internal improvements, which should be left to the states, not the federal gov. Was vetoed and paid for by the states. |
